CONSTITUTION

Adopted November 14, 1981

The Constitution shall provide a basic statement of enduring policies and procedures which can be changed only by a vote of the membership.

The By-Laws are procedural in nature, devised or altered by the Steering Committee, accepted by a simple plurality of the general membership present at the monthly meeting. If changes occur, they shall be reprinted annually.

Article I – NAME

The name of this organization shall be the Maryland Adlerian Psychology Society (MAPS).

Article II – PURPOSES

In conformity with Section (c)(3) of the Internal Revenue Code, MAPS shall function exclusively as an educational organization:

  1. To provide an association which will promote a sense of community among Adlerian practitioners;
  2. To identify the support and resource needs of the community of Adlerian practitioners;
  3. To promote the exposure to and implimentation of Adlerian Theory and Practice in the Baltimore-Washington corridor and Maryland;
  4. To provide a monitoring and response vehicle for laws, professional trends, and cultural changes;
  5. To promote professional growth through direct services, cooperation with educational institutions such as the ADI or co-participation in other training opportunities;
  6. To provide a forum for the discussion of professional issues and the exploration of alternatives;
  7. To provide coordination in areas that are not currently served by existing groups;
  8. To pursue goals and purposes as identified by the general membership.

Article III – DISSOLUTION

In case of dissolution of the MAPS, the assets of the Society shall be given to the North American Society of Adlerian Psychology.

Article IV – MEMBERSHIP

Section 1 – There shall be no one class of membership which bestows equal rights and privileges upon all members in good standing.

Section 2 – Member in good standing is one who pays membership dues. A member may be delinquent one year in dues payment and shall be considered a member with dues in arrears. The Membership Committee shall solicit dues and determine the intent of membership during the year.

Section 3 – Removal from membership – The Steering Committee may terminate a membership by the following procedure:

    1. Hold a first discussion at a legal committee meeting.
    2. Notify the person under consideration of the proposed action so that the person may attend or be represented prior to a decision of the Committee.
    3. The Committee may act upon the proposed termination at the second or subsequent Committee meetings.
    4. A 2/3 majority of the Committee members present is necessary to take this action.

Article V – ORGANIZATION AND AFFILIATION OF AREA GROUPS

Section 1 – Area groups are to be promoted and assisted.

Article VI – STEERING COMMITTEE

Section 1 – Five elected Steering Committee Members and two rotating program coordinators shall comprise the full committee.

Section 2 – The term of each elected member shall be two years, the rotating coordinators shall be two months. For the initial election two members will be elected for one year terms and three members for six month terms. Alternately two or three positions will come up for election every six months.

Section 3 – Task Division of the elected Steering Committee Members.

    1. One member shall preside at all meetings of the Society and of the Steering Committee and shall provide at least two weeks notice to the members of all general meetings of the Society.
    2. One member shall keep the minutes of the Steering Committee and other meetings of the Society.
    3. One member shall be identified as treasurer and shall receive all dues and other funds of the Society and shall deposit them in a bank designated by the Steering Committee. The treasurer shall keep an accurate record of all expenditures and receipts, report regularly to the Steering Committee, and submit all books of account annually before an auditing committee approved by the Steering Committee.
    4. One member shall maintain a history of the organization and the activities related to MAPS. The file should be turned over to a central depository at the end of the fiscal year.

Section 4 – Duties of the Two Rotating Program Coordinators

    1. One two month member shall coordinate the location of the regular monthly meeting and guest or presentation with the assistance of the second coordinator who will assume this responsibility the following month. They shall attend the Steering Committee Meeting as members while serving as Program Coordinators.

Article VII – STEERING COMMITTEE DUTIES

Section 1 – Composition – The Steering Committee working meeting shall consist of the five elected members and the two additional rotating program coordinators and chairpersons of standing committees.

Section 2 – Duties of the Steering Committee

    1. Shall the be planning and business unit of the Society;
    2. Determine the time and place of the annual meeting;
    3. Identify and approve long range plans for the Society;
    4. Fill vacancies on the Steering Committee;
    5. Promote the purposes of the Society as stated in the Constitution;
    6. Coordinate and promote activities of area Adlerian Groups;
    7. Render decisions of policy and procedure for the Steering Committee members or committees;
    8. Review the dissemination of information;
    9. Cooperate with the National and International organizations of Individual Psychology; 
    10. Seek counsel from the established leaders in the field;
    11. Review dues structure.

Section 4 – [sic] Quorum – 2/3 of the membership of the Steering Committee shall constitute a quorum. A Steering Committee member absent three previous consecutive meetings shall have the position declared vacated.

Article VIII – COMMITTEES

Section 1 – Non-elective committee chairpersons shall be appointed at or following the annual meeting as soon as practicable. All Committee members shall serve until the next annual meeting, and until successors are appointed or until reappointment. There shall be a committee designated for each of the current or future purposes of the Society with volunteer membership, the output of which is to be reviewed by the Steering Committee.

Article IX – ELECTIONS

Section 1 – Elections – Steering Committee members may be elected by the membership at the annual meeting or by mail ballot. Nominations may be made from the floor. Election shall be by plurality.

Article X – AFFILIATIONS

The State Society shall maintain affiliations with the International Association of Individual Psychology and the North American Society of Adlerian Psychology. Membership of individuals in NASAP shall be encouraged.

Article XI – PARLIAMENTARY AUTHORITY

Section 1 – The prime responsibility for appointments on committees, activity of committees, filling of vacancies, and general fulfillment of the objectives of the Society rests with the Steering Committee. Chairpersons of committees are to solicit committee members with final approval by the Steering Committee but if such committees are not filled within a reasonable time the Steering Committee must see that active committees are formed.

Section 2 – In the absence of specific instructions within the Constitution, the Steering Committee shall determine the procedure based upon accepted practices in the current edition of Robert’s Rules of Order.

 

Article XII – AMENDMENTS

Amendments to the Constitution may be proposed by the Steering Committee and submitted to the membership by mail or at a regular meeting. A 2/3 majority of those voting is necessary for passage. Votes must be received within one month from the date they were mailed from MAPS.

Article XIII – MEETINGS

Meetings shall be held the first Saturday of each month and at other times as designated. One of the monthly meetings late in the fiscal year shall be designated the annual meeting.

Article XIV

Equality for all humans is pledged, without discrimination due to sex, age, creed, race, color, or socio-economic status.

 

BY-LAWS

Article I – MEMBERSHIP

Section 1 – MEMBERSHIP YEAR shall be from July 1 to June 30.

Section 2 – Memberships fees and contributions are

Section 3 – New memberships shall be prorated quarterly.

Article II – AMENDMENTS

The By-Laws may be amended by the Steering Committee by a consensus of members present at any regular scheduled meeting and presented to the general membership for voting.

Article IV [sic] – REPLACEMENT

If the By-Laws are amended or added to during the year a revised version shall replace the old By-Laws and be attached to the Constitution at the end of the year. (June 30)
